Substantial Amendment of Maryland’s Consolidated Plan Disaster Grant Funding Under the guidelines established by the U.S. Department of Housing and Urban Development (HUD), notice is hereby given that the Maryland Department of Housing and Community Development (DHCD) is amending its Consolidated Plan in response to funding received as a result of Hurricane Sandy and other weather related events. The Consolidated Plan is a five-year planning document required by HUD that sets out overall statewide goals and priorities for housing community development and economic development activities. A substantial amendment is made to the Consolidated Plan when certain conditions are met, including the award of disaster funding. As a result of Hurricane Sandy and other weather events, the State of Maryland was awarded $20 million to undertake disaster relief efforts around the State. Through a competitive process, the State selected projects to be funded in five counties – Allegany, Charles, Dorchester, Garrett and Somerset. The funding is to be allocated from HUD through multiple phases. To date, three phases of funding have been awarded. At this time, the State is proposing changes to previously approved and funded projects in Charles, Garrett and Somerset Counties. The specifics can be found in the draft Action Plan Amendment on the DHCD website: www.dhcd.maryland.gov under “CDBG Disaster Recovery Assistance.” It will be posted for 30 day public comment period beginning May 11, 2016. Comments will be accepted by mail or email through 5:00 p.m. on June 10, 2016. The hearings will be held on the following dates, times, and places: Friday, May 20, 2016 – 10:00 a.m. – Maryland Department of Housing and Community Development, Main Conference Room, 7800 Harkins Road, Lanham, MD Monday, May 23, 2016 – 5:00 p.m. - Somerset County Office Building, 11916 Somerset Avenue, Room 111, Princess Anne, MD Note that both rooms are handicapped accessible.
