NOTICE OF PUBLIC HEARINGS CITY OF FROSTBURG The Mayor and City Council for the City of Frostburg will conduct 3 Public Hearings during their regular monthly meeting on THURSDAY, MARCH 17, 2016. The Public Hearings will be held at the Frostburg Community Center, 27 S. Water Street at 7:00 PM. The purpose of the Public Hearings are to discuss: ORDINANCE 2016-01: ADOPTION OF REGULATIONS PERMITTING THE KEEPING OF CHICKENS INSIDE THE CITY LIMITS OF THE CITY OF FROSTBURG. An amendment to the Frostburg City Code was introduced before the Mayor and City Council on February 18, 2016. The proposed amendments to the City Code would allow for the keeping of chickens and specifies the following: a license is required to keep chickens, coop and outdoor enclosure requirements, impacts on neighbors, waste storage and sanitary conditions, minimum standards, and violations. Copies of the Ordinance are available at City Hall and on the City’s website. Specific questions on the Ordinance should be directed to Elizabeth Stahlman, 301-689-6000, Ext. 15.  ORDINANCE 2016-02: AMENDMENT OF THE CITY’S OFFICIAL ZONING ORDINANCE.  An amendment to the City of Frostburg Zoning Ordinance was introduced before the Mayor and City Council on February 18, 2016.  The proposed amendments to the Zoning Ordinance would add instances in which building permits are required, change bed and breakfasts from a special exception use to a principal permitted use in the RO “Residential Office” zoning district, set a two-year approval period for a Historic District Commission Certificate of Approvals, specify fire rated construction when setbacks are less than five feet, and add zoning regulations pertaining to the keeping of chickens associated with residential uses in the City of Frostburg.  Copies of the Ordinance are available at City Hall and on the City’s website. Specific questions on the Ordinance should be directed to Elizabeth Stahlman, 301-689-6000, Ext. 15.  COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION.  The City of Frostburg will conduct a Public Hearing to provide citizens with an update on the progress and completion of the City Square Parking Lot Project which was funded through a partnership between The Maryland Community Development Block Grant program and the City of Frostburg. Comments by the public are welcome.   Citizens will be furnished with information including but not limited to: summary of work completed and schedule of remaining work; the estimated cost of the project and the sources of funding.  The Maryland Community Development Block Grant (CDBG) Program is a federally sponsored program designed to assist units of general local government with activities directed toward neighborhood and housing revitalization, economic development, and improved community facilities and services. The Maryland CDBG Program reflects the State's economic and community development priorities and provides public funds for activities which meet one of the following national objectives, in accordance with the Housing Community Development Act of 1974, as amended: Give maximum feasible priority to activities which will benefit low and moderate income persons and households having an income equal to or less than the Section 8 lower income limits established by HUD; Aid in the prevention or elimination of slums or blight; Meet other community development needs of an urgent nature, or that are an immediate threat to community health and welfare.
