Public Notice The Maryland Department of The Environment, Abandoned Mine Land Division will be submitting an application for approval of funds to the U.S. Department of the Interior, Office of Surface Mining for the reclamation of five (5) abandoned coal mining sites throughout Garrett and Allegany Counties. All funding will be obtained in accordance with Title IV, Section 405 of Public Law 95-87, Surface Mining Control and Reclamation Act of 1977. An agency must have an approved State Surface Coal Mining Regulatory Program and a State Abandoned Mine Land Reclamation Plan to qualify for funding under Title IV. Maryland has had approval of both programs since February 17, 1982. Funding for each project will originate from the Abandoned Mine Reclamation Fund, which is administered by the Office of Surface Mining. It is the goal of the Maryland Abandoned Mine Land Division to promote the reclamation of abandoned coal mine areas in Maryland that are inadequately reclaimed or pose a public health and safety concern, degrade the quality of the environment, and/or diminish the beneficial use of land and water resources. The Abandoned Mine Land Division would like to gather comments on the following listed projects and/or any other abandoned mine problems in the Maryland Coal Region. A public informational meeting concerning the proposed projects will be held as follows: Wednesday, November 30, 2016 5:00 P.M. Maryland Department of the Environment Land Management Administration Abandoned Mine Land Division 160 South Water Street, Room 107 Frostburg, MD 21532 Additional information concerning the proposed projects can be obtained by contacting Mr. Mike Garner, Abandoned Mine Land Division, 160 South Water St., Frostburg, MD 21532, (301) 689-1460. Written comments concerning these projects and the Maryland Abandoned Mine Reclamation Program will be received at the public hearing or by mail until Wednesday, November 30, 2016. Address all comments to the attention of Mr. Mike Garner at the address listed above. The following is a general description of the proposed reclamation projects, including the location, County, nearest town or physical feature, and nature of the problem. 1. WILDARD AMD DRAINAGE CONTROL PROJECT Locations: 34 Water Cliff St. Lonaconing Maryland Approximate Center of Site: 39°34’06”N 79°58’ 35”W Problem :Acid mine drainage from abandoned deep mine on the Pittsburg coal seam is adversely affecting the foundation walls and floor of a garage causing a un-safe condition Plan: An existing sub-surface drain will be extended behind the garage below foundation elevation to collect drainage and direct it to an existing treated AMD discharge channel 2. STEVENSON SUBSIDENCE REPAIR PROJECT Location: 173 South Water St. Frostburg Maryland Approximate Center of Site: 39°39’24”N 78° 56’ 18”W Problem: Collapse of abandoned deep mine working have resulted in a subsidence feature (sink hole) forming in the driveway of the residence causing an un-safe condition effecting access to property Plan: The plan includes over excavation of the sink hole, placement of a concrete cap to stabilize area and repair of vegetation and driveway 3. FELKER MINE DRAINAGE CONTROL PROJECT Location: 1 mile north of Frostburg, Allegany County. Approximate Center of Site: 39°40’10”N 78° 54’ 36”W Problem: Drainage from an abandoned coal is seeping into a basement. Plan: The plan is to perform minor surface grading and to install a subsurface drain to redirect drainage from entering the basement 4. RT 936 CONSOL NO. 10 SUBSIDANCE PROJECT Location: Route 936, one mile north of Midland, Allegany County, Midland, Maryland Approximate Center of Site: 39°26’20”N 78° 56’ 38”W Problem: A sink hole has developed in the roadway in the location of an abandoned drainage tunnel that at one time drained the adjacent mine workings. This is causing an unsafe condition on the roadway. Plan: The plan includes over excavation of the sink hole, filling the hole with stone and paving the roadway. 5. FAZENBAKER MINE DRAINAGE CONTROL PROJECT Location: Route 937, .25 miles north of Westernport, Allegany County, Maryland Approximate Center of Site: 39°29’57”N 79° 02’48”W Problem: Existing Piping from a previously completed mine drainage control project has clogged and is not functioning properly. Plan: The project will replace the existing piping and repair fencing near the mine opening to eliminate access to the underground mine workings.
